A certificate of loss is an attestation of the debt collection office to all creditors that their claims from the bankruptcy proceedings could not fully be satisfied. The certificate of loss comes with some benefits for the creditors, amongst other things their claim does not get time-barred for 20 years. If the debtor regains assets, the foreclosure can be initiated again.
